1. solid tires most chases would go on until someone runs out of gas but with solid tires stop sticks are obsolete
2. just outrunning. In pg county, for example, somebody with a Subaru wrx sti, outran police. He disappeared before back up arrived, and there was no helicopter up. Now if theres a helicopter up, you might have problems.And if there are a lot of cops, again, you have problems. There are other methods such as adding a device to your car, like run flats. There is also illegal methods, that you just have to get creative with, like smoke, oil, and nails. Just watch a bond movie. Even though the movie is just a movie, there vehicle was a real vehicle. But for the average person, i recommend getting away, before any other units arrive. I have heard of having 2 cars. One vehicle, jumps between the cops and the suspect, and slows down. Of course, the car that slowed down would probably get arrested , the other vehicle could get away. Just get a fast car.
